Following agreement at the recent AGM of the YVLGA the CONSTITUTION has been revised as follows.....

Article 14 - Conditions of Membership

Parts a & b amalgamated to NEW Part a
Parts c, d & e changed to NEW Parts b, c & d
Part a - additional wording included to clarify that dual membership of County Veteran or Senior Ladies Golf Association is not allowed
Part a & d - initial joining handicap increased from 33 to 35 wording altered accordingly

                                                   CLUB REPS MEETING

             FEEDBACK from CLUB REPS MEETING @ PIKE HILLS GC. Thursday 14th September.

Penny Holroyd (Competition Secretary) outlined her analysis of the survey on the desk at YVLGA Competitions regarding the initial joining handicap for new members. This is currently a handicap of 33 or less as stated in the Constitution. The survey asked whether this is OK or should be increased or decreased. Approximately, a two thirds majority of those that 'responded' suggested that it should be increased to a handicap of 35 whilst a third said it should stay the same or even decrease.

Survey regarding membership handicap the results are as follows :

94 ladies said Yes to increasing the handicap limit for entry

20 said increase to 36

62 said increase to 35

12 just said yes

48 ladies said No

1 said reduce to 30

2 said remain or lower

 Following a lively discussion looking at various points of view, it would seem likely that an AMENDMENT to the Proposed changes to Article 14 of the YVLGA Constitution put forward by the Committee for discussion & voting at the forthcoming AGM (Agenda Item 9 - to stop dual County membership) is likely to be raised from the floor. This amendment is likely to suggest raising the joining handicap to 35 for new members and will be discussed & voted upon before the original proposed change to the YVLGA Constitution.

PLEASE MAKE SURE YOUR CLUB MEMBERS ARE MADE AWARE OF THIS PROPOSED AMENDMENT SO THAT THEY CAN DECIDE WHETHER TO ATTEND THE AGM IF THEY FEEL STRONGLY ABOUT THE ISSUE (EITHER WAY).

 No Penalty for Moving a Ball on the Putting Green(Download here)
Current Rule: Under Rule 18-2, if a player (or opponent) accidentally causes the player's ball to move anywhere on the course, there is a one-stroke penalty (unless one of several exceptions applies).
Proposed Rule: Under new Rule 13.1, there would no longer be a penalty if a player (or opponent) accidentally causes the player's ball to move on the putting green.
The substance of this Rule change has already been implemented as of 1 January 2017 by authorising Committees to adopt a Local Rule that eliminates the penalty for accidentally moving a ball on the putting green.
Reasons for Change:
*The shape, slope and condition of many putting greens today increase the chances that a ball at rest on the putting green might move, and it can be difficult to determine whether a player caused the ball to move or whether the ball was moved by wind or other natural causes.
*When a ball moves while the player is doing nothing more than taking normal actions to prepare for a stroke, it can seem unfair for the player to be penalised.
*Most "ball moved" situations occur on the putting green, involve minimal movement of the ball, frequently occur when the player is taking reasonable actions to prepare for a stroke and the ball can be replaced easily.
*These considerations are not the same when the ball lies off the putting green, and so the penalty would continue to apply (wuth exceptions, such as accidentally moving a ball during search) to a player or opponent in those circumstances to reinforce the principle that the ball should be played as it lies and that the players should continue to exercise care when near to a ball in play.
Adopted by YVLGA as a Local Rule for ALL COMPETITIONS - 18 March 2017
(regardless of whether a club has adopted it or not), until it becomes a full R&A rule in 2019; as the YVLGA is an Association

From January 1st 2017 England Golf requires players to return all scores in competetive golf in Non-Qualifying Competitions away from the player's home club.
This applies to all Singles, Am-Am and 4BBB competitions.
Each Club should have put a process in place for the recording of this information.
It is the player's responsibility to do this and the information to be recorded as follows:
* Date of competition
* Format (inc H'cap Allowance)
*Venue/Course
*Tees Used
*SSS of course
*Names of playing partners ( if a team/pairs event)
*Score returned

Failure to do this could result in loss, or suspension, of handicap under clause 24.1
The YVLGA will be returning the top 5 scores from each competition to the relevant Club Handicap Secretary.
